Correspondence Ours is a very active Community Council, therefore our correspondence list is comprehensive. The correspondence ranges from the First Minister and the Scottish Executive through to groups and individuals in throughout Ward 3. Action Points The Action Points from meetings and our correspondence are regularly reviewed by the Chair, Secretary and Councillors (at monthly meetings) Events and Actions The Welcome Return of the Gala Day Working in Partnership with Forgewood Wider Action Group and with funding from Motherwell North SIP, we organised a Gala Day in August of 2003. A separate report on this day is attached to this Annual Report. Special mention goes to Shirley Bean for all her efforts in this matter. Without her endeavour, the Gala Day would not have been the great success it was. Funding and time constraints are frustrating our efforts to make best use of the Website. Even so, we will make a concerted effort over the next year to ensure that the Website continues to improve and develop in terms of its layout, and more importantly its content. Training Using funds carried forward from the Awards for All Grant, members of the Community Council participated in a series of seminars organised by the Chartered Institute of Housing in Scotland, namely: - "Witness Support: The key to Successful Resolutions" Seminar 18 September 2003 Helping Property Owners to Pay for Repairs & Improvements 30 October 2003 Low Demand Housing 21st Century Solutions 13 November 2003. Separate reports on these seminars can be found on our Website at the Community Council page under the heading of Reports. Awards for All We used the balance of Awards for All funding to arrange separate teambuilding meetings, whereby the group meet up to discuss our strengths and weaknesses, review our performance in year and plan for the future. We have found these teambuilding exercises to be invaluable. We shall arrange further similar events in the year to come. Treasurers Report Our two Accounts are in the process of being fully audited. Note: At 31 May 2004 the FCC Account held 634:37 and our Awards for All Account held 1280:00. A copy of the fully audited accounts is attached, with a statement from the Treasurer. Affiliated Memberships Members of Forgewood Community Council are members of and/or are actively involved with the following groups: - CAVOC Motherwell Community Forum CCANL-SD (see below for further details of this group) Forgewood Partnership Management Group (FPMG) Forgewood Community Development Trust (FCDT) Woodville Rise Residents Committee (Phase 2 & 3) Community Council Association for North Lanarkshire Southern Division (CCANL-SD) Our Chairperson and Secretary were the key movers for the establishment of CCANL-SD. CCANL-SD is an umbrella group for the separate Community Council within the Southern Division of North Lanarkshire Council (NLC). Its four key objectives are as follows: - Ascertain, co-ordinate and express the view of the community that it serves to the Local Authority and relevant statutory, voluntary and private sector organisations responsible for providing services in our area. Safeguard and promote the interests of the community that it serves, Work in partnership with relevant agencies and organisations where practicable, expedient and/or necessary to achieve the objectives of the group. Share best practice amongst members, pool resources and expertise on matters of mutual benefit; particularly, when dealing with strategic matters and policy. CCANL SD is in its infancy. We hope to see it grow into an important vehicle by which the various Community Councils, set up in the Southern Division, will come together to discuss topical issues of common concern in an effort to have the Local Authority have the matter raised dealt with promptly, efficiently and effectively. Estate Management Services - The Local Authority is to be commended for the introduction of initiatives such as Street Smart, the Anti-Social Task Force, and 20s Plenty etc. The level and quality of these types of services is excellent. These services have made a major contribution to improving the general environs and quality of life of the residents/tenants of Forgewood. The provision of these services is one area in which our Local Authority excels. Forgewood Community Development Trust (FCDT) Another welcome development for the estate was the establishment of the Forgewood Community Development Trust (FCDT). See our website for a detailed description of this group; its aims and objectives are posted there also. The Local Authority has decided that through this forum, they will use to deliver on their responsibilities for Community Planning in the area. Forgewood Community Council was not consulted on this decision. Even so, we will play our part in ensuring that the views of the wider community are brought to the attention of the FCDT, as and when required. In Conclusion Forgewood Community Council was formally Constituted in January 2001. We are, therefore, a relatively new group to this area. Despite our inexperience, we hope that this Report is further evidence of just how far we have progressed in such a brief period of time. In our Annual Report for 2002-2003, we commented on what we believed to be signs of an apparent malaise in the social fabric of the estate. Indeed, such was our concern that we inferred that this problem, if left unchecked, could stymie the considerable progress that has been made on the back of the millions of pounds of Investment that have been poured into the area in recent years. There were/are those who disagree with our assessment of the situation. Some might even accuse us of having overstated the extent of the problem. However tragically the separate murders, and a suicide that occurred within months of each other is proof positive of our view of the situation. We also witnessed - albeit for a brief period - the unwelcome return of Gang Culture in the period ended 31 March 2004. The extent of the inherent social problems that continue to plague certain of the areas in Forgewood, coupled with the seemingly intractable nature of these complex issues has, at times, left us overwhelmed, frustrated and burdened with disillusionment arising from our inability to have matters improved on the ground for our residents/tenants. Our best efforts to tackle the problems that face this community do little more than arrest the pace of the decline. As it is the estate is structured to fail; despite the best intentions and efforts of all concerned with improving the situation on the ground. There can hardly be an individual working for a group with responsibility for delivering services in Forgewood who has not heard our concerns about the sustainability of the area in the long term. Included in the group with whom we have had meetings and/or are currently in correspondence about our concerns are Jack McConnell MSP and First Minister for Scotland, Gavin Whitefield Chief Executive of NLC, and Cllr Pat Connelly, Provost for North Lanarkshire. Everything considered, the estate has seen better years. It is not all Doom and Gloom though; this report is only a snapshot of what has been happening here over the past twelve months. Thankfully there are signs of a real willingness among all parties operating in this area to work together in a concerted way to find solutions to the problems that continue to adversely affect sections of our community. Is should be noted that there remain large areas of Ward 3 (Forgewood) where residents live in safe, clean and pleasant environment. These areas are as good as any North Lanarkshire has to offer, included in these are the separate areas of Old Forgewood and the Calder View Estate. Conversely, our worst areas compete with the worst-of-the-worst estates in North Lanarkshire. Forgewood (Ward 3) is indeed very much a conundrum. A place of stark contrasts; the extent and array of problems that face our community in the main estate of Forgewood differs from area to area, block to block and street to street. The proposed changes in Housing Legislation, the introduction of the Anti-Social Behaviour Bill and the greater emphasis being placed on Community Planning and Community Regeneration provide the perfect base from which to develop a strategy for the future of Forgewood. However, the key to the success of this area in the long term depends very much on the Local Authorities willingness to engage with all sections of the community in an effort to arrest the decline witnessed here in recent years. Forgewood Community Council remains ever optimistic that this area, with a little extra effort from all concerned, can forge a bright future for itself. The Year Ahead There are elections ahead for the Forgewood Community Council in October 04. It is not clear at the time of writing how many, if any, of the current crop of Community Councillors will put themselves forward for re-election. Even so, we will concentrate our efforts in getting up to speed on Planning Matters, Community Planning and the myriad of other Strategies and Policy Initiatives that affect our Community. We will make an extra effort to play a constructive role in those groups operating in the area, with the aim being to ensure services and issues on the ground improve through the next 12 months. We will continue to promote the interests of all residents/tenants of Ward 3.
