The report lists the issues, which, in our opinion, lie at the heart of the problems that continue to plague our community, and finally sets out our priorities for the year ahead. Background 2004 was re-election year for Community Councils in North Lanarkshire. Arguably our biggest achievement to date is the fact that we made it through the October 2004 re-election process not only intact, but we actually increased our numbers. The Council has emerged as a stronger unit with 10 duly elected, committed Community Councillors. The range and complex nature of the inherent social problems that continue to have an adverse affect on our Community makes our job an increasingly difficult one. We feel at times that we do not get the resources or support that is required for us to make a significant impact on the issues that affect this area. We are also becoming increasingly concerned and aware of just how easy it is for the decision makers to by pass Community Council when they choose to do so. We have made a conscious effort to get to know and understand the reasons for the problems that continue to blight our Community. We are confident that the issues that we have highlighted below are valid and current. Even so, there are those who would question the validity of this report. In our defence we would point out to the reader that as residents we have more to lose than gain by being as blatant as to list the issues we believe prove our claim that in its current state this estate is structured to fail. Nevertheless, we are not so nave as to suggest that we have the answers to solve all the problems facing this estate. Neither would we suggest that the partner agencies working in this area could do more to deal with the problems on a day to day basis. The issue as we see is that the taxpayers money that continues to be pumped into this area is doing little more than arresting the pace of decline, it does not begin to solve our problems in the long term. Unless there is a major rethink of Housing Policy on this estate our Community is destined to become a 21st Century Ghetto. The Procedural Stuff The Community Council met 11 times this year on the first Monday of each month (except July 2004, even Community Councillors need a summer break). Our Minutes were submitted, if not time at least regularly enough for the short delay not to be noticed. As ever, the Minute of our meetings is posted on our website. Because of other commitments Councillor Connelly was unable to attend our meetings in the year. We certainly feel that Councillor Connellys enforced absence meant we lost touch with a very important link in the decision making chain. Community Engagement We do all that can be reasonable expected of a Community Council to engage with our Community given the limited resources at our disposal. We also make sure that we keep the Local Authority and other agencies operating in the area fully appraised of what is of concern to residents on all matters relating to the management of this estate and the general environs. Problems Facing the Estate Forgewood Community Council remains convinced that this estate is, in its current state, structured to fail. The monies being directed here through Community Planning, Wider Action et al does little more than slow the interminable decline witnessed in recent years. We have listed those issues which we believe lie at the heart of our problems. Our lists are not exhaustive; they are intended to give the reader a glimpse of the range, scale and complexity of the issues that face this community. Housing In our opinion Housing Matters lie at the heart of the problems that face residents on this estate. The area remains stigmatised as a dumping ground for drug users. There is little or no demand for properties, particularly walk in tenements, throughout all tenures. The Local Housing Strategy notes that Forgewood needs help, but that help is noted as a High rather than the more pressing Key Priority. We feel that Forgewood should be made a Key priority given the extent of our problems and the decline witnessed in recent years. There are too many flatted properties crammed on too small an area. There is a major problem with sub-letting in the owner-occupier areas. The marketability and value of flats in the owner occupier area is risibly. Especially when compared to the exponential rise in demand and value of properties reported elsewhere in the district. Not enough is being done to help owner occupiers on this estate. The community is divided on lines of tenure. There is a lack of community spirit and pride among our residents. Community Safety Where to Begin? The issue of Community Safety cannot be separated from the problems associated with the Housing issues which affect our community. On the surface it seems that there is an unhealthy tolerance of anti-social behaviour in the scheme. The reality is that many residents are sceptical that the authorities can and/or are willing to do much to tackle crime and/or anti-social behaviour in this area. Also, residents are often unwilling to come forward and report crime for fear of reprisal and/or retribution from the offenders. The social ills that plague areas of deprivation are well known and documented. At times it seems that it would easier to make gold from lead than it is to find a solution to the problem of anti-social and nuisance behaviour in areas of deprivation. Too many of our young people are disaffected, lacking self-esteem, ambition, confidence and pride in themselves and the community where they live. Often branded as NEDS this minority among our young people seem predisposed to self destruction and are seldom appreciative of the efforts of the Authorities and the Community who it is pays for the services that are made available to them in an effort to help them improve their lot. A significant minority of our young people nowadays seem only too eager and revel in being labelled NEDS. To these few, the derogatory mnemonic, NEDS, carries with it a perverse cache of cool which makes it attractive to them and therefore something to which they aspire. In summary the issues of Community Safety can be listed as follows: There is a perceived problem and tolerance of drugs abuse and a drugs culture in this area. Like so many areas throughout the district, problems of vandalism, graffiti, and anti-social behaviour is a matter of grave concern to residents. It seems there is a tread mill of disaffected youth from our community who seem only too eager to cause problems for themselves at the expense of their neighbours and the wider community. Our experience is that there is only a one-way line of communication between the Police and the Community. This leaves the Police vulnerable to the charge of being out of touch with the Community they serve. There is a perception that Police could and should be doing more to deal with problems here. There may be an underreporting of crime and anti-social behaviour on the estate. Not enough time, effort and money are being spent on developing adequate services and a play strategy for our young people - particularly in the age range 12-16 years. The closure of the local ice-rink was a big loss to our young people; a service not adequately replaced by the new gym or availability of Access NL a scheme that is out of the income and therefore reaches of many of our residents for whom the service is intended. The Social Economy There is little scope for the social economy to grow significantly here. There are too many of our residents economically inactive. Too few of our residents have the skills which would afford them the luxury of finding permanent employment in well paid jobs. Those fortunate few who do find meaningful employment will move out of the area. The issue of income migration has not been tackled. There is not sufficient land or social capital that would enable the social economy to grow. Associated Membership Several of our Community Councillors are active participants in the operations of the following local voluntary groups: - CAVOC Forgewood Community Development Trust (FCDT) Motherwell Community Forum. Computer stuff - Its PC to talk PC Website As ever, a special thanks to Anita Henery our very own volunteer Webmaster. We hope this year to include a section design for and managed by our young people. Our website is run on a shoestring budget. Even so, we believe that this is a valuable way of engaging with residents and the wider community. Therefore we shall strive to do what we can to ensure the website is updated regularly to ensure it is relevant and accurate. Problems with Hard Drive The hard drive of the Chairs PC burned out with the loss of a large amount of irreplaceable data and research. The PC was repaired, the data lost and a valuable lesson learned. Needless to say we have created back up files now. Awards for All Funding The repairs to the PC, the cost of access to the Internet and the development of the Website and the Teambuilding Events were all funded by funds carried forward from our Awards for All Funding. These funds are now exhausted. We would like, once again, to record our thanks to Awards for All for the granting of the award in the first instance, and would again state how invaluable this source of funding has been to our group. Treasurers Report At the time of writing this report the accounts for the last two years are with the Auditor. Conclusions Put simply, Forgewood Community Council is of the opinion that this estate in its current form is structured to fail. We believe that what is required is a major rethink on the part of the Local Authority and partner agencies with regard to Housing Policy in this area. Otherwise we are predicting an interminable decline in the fortunes of this estate which will see it quickly become nothing less than a 21st Century Ghetto. At present the regeneration of this estate is noted as a High priority in the Local Housing Strategy. For the reasons listed above we believe that the regeneration of Forgewood should be uprated to Key priority status. Ideally we would like to see the phased demolition of unsustainable housing stock throughout all tenures and the freed up land made available to sustainable redevelopment. For us the question is not whether to demolish but how soon it can be done. However, we recognise that very careful consideration needs to be given to how any land that is freed up for redevelopment should be used, lest the failures and mistakes of the past are revisited on the ratepayers of this district. The Year Ahead We shall continue to push for a major rethink of Housing Policy in this area. We will arrange an event and invite along a select group of residents from all sections of our community to hear from them the issues that affect them now and that they wish us to deal with, on their behalf, in future. We will continue to work tirelessly for a better deal for our residents and work with others to promote Social Justice and Social Inclusion here. We will look to the Local Authority to deliver on its targets for Community Regeneration and push for this area to be designated a Key area for investment.
