Procedural Stuff The Community Council met 7 times this year, usually on the first Wednesday of each month. Our Minutes were submitted regularly to North Lanarkshire Council. As ever, the Minute of each meeting is posted on our website. Because of other commitments, Provost Connelly was unable to attend our meetings in the year; his absence was much missed by us. We certainly feel that Provost Connellys enforced absence meant an important link in the decision making chain was broken. Treasurers Report In spite of our best intentions and commitments given in previous years we have again failed to have our account audited in time for the AGM. Details of the Audited Account will be made available just as soon as it is completed. Community Engagement The high turnover of tenants/owners in the area and the wider antipathy of citizens to volunteer and/or get involved in local politics means it is increasingly difficult for us to consult and engage with our community as we would wish. Even so, we do make the most of our monthly meetings, website and most importantly our connections with local groups to ensure that we continue to accurately represent the Vox Pop of the residents from all parts of Ward 3 on all manner of issues relevant to them. North Lanarkshire Council launched its Community Engagement Strategy during the year. Our Chair and Secretary went along to the Community Engagement Seminars organised by the Local Authority during the year. We are hopeful but remain sceptical in the extreme about the Local Authoritys willingness to delegate authority and power to the local level in a meaningful and real way. Website www.forgewoodcc.org.uk The website remains a valuable means of communicating with residents. Unfortunately, personal circumstances mean that Anita Henery is no longer able to manage our site. We were totally reliant on Anita for ensuring the website was updated on a regular basis, hence the delay in having the new format uploaded. We shall make every effort to find a replacement for Anita during her enforced absence. Meantime, we would like to take this opportunity to thank Anita for her invaluable assistance over the years. Such was her contribution that we owe her a debt of gratitude that cannot be adequately conveyed here. Associated Membership Community Association Voluntary Organisation Committee (CAVOC) Our Chair held the position of Vice Convenor and latterly as Acting Convenor of CAVOC. The CVS network in North Lanarkshire underwent radical reform during the year. The merger process proved far more problematic than anyone could have guessed at the outset. Consequently, our Chair found that far more of his free time than he would have liked was taken up with his role in the merger of the CVS in North Lanarkshire. Despite the difficulties encountered during the merger, it looks as though the new unitary CVS for North Lanarkshire CVSNL will be in place on time. We wish CVSNL every success for the future. Forgewood Community Development Trust (FCDT) The Local Authority chose the FCDT as the body to help it deliver on its strategic responsibilities for the delivery of services under Community Planning and the Corporate Plan. Regrettably, the Forgewood Community Development Trust collapsed during the year. Motherwell Community Forum (MCF) Community Forums are one of the main mechanisms through which NLC will deliver on commitments made in its Community Engagement Strategy. Therefore, MCF has an important role as one voice for the community that will have an increasingly important role to play in the decision making process. The finer points on how the Forums will operate have yet to be decided on. As it happens, our Chair and Secretary are Vice Chair and Secretary respectively of the MCF. STV, Community forums and the role of Community Councils Our experience is that not enough support and/or recognition are given to Community Councils for their efforts on behalf of the local community. The Local Authoritys penchant for establishing local forums diminishes and undermines the role of Community Councils to participate effectively in the decision making process at the district and neighbourhood level. At times it seems to us that the decision makers view Community Councils as an anachronism from a by gone era and as such at best an inconvenience and at worst an annoyance. It is not known what effect the imminent arrival of the STV system of elections and the multi member wards, which this election system will create, will have on how Community Councils go about their business. Perhaps more worrying it is not know where and how Community Councils will best feed into the decision making process. Woodville Rise Woodville Rise comprises some 300 privately owned flatted properties, divided into the two distinct areas of Woodville Rise Phase 1 and Woodville Rise Phase 2 and 3. The market value of properties in this area remains risibly low when compared with similar properties of similar size, type and condition in other areas within North Lanarkshire. Demand for properties in this area is overly reliant on the Buy to Let market a fact that makes it extraordinarily difficult to create a workable and enforceable estate management plan for this area. The problems caused by Sub Letting of property in Woodville Rise are compounded by the influx of migrant workers from the accession countries over the past year, primarily from Poland and Lithuania many of whom have been housed in Houses of Multiple Occupation. This change in tenure from individual to landlord and the resulting change in socio-economic demographic threatens the sustainability of the area and brings many new problems to the fore. It is no secret that Sectarianism is an issue which is manifest in North Lanarkshire. The historical and social reasons for this problem are well documented. That sectarianism remains an issue in Scotland is evidence of just how difficult it is to assimilate and integrate groups from different ethic, social, economic and/or religious backgrounds, as is now happening with the influx of legal migrants from the accession countries. There is as yet no evidence to suggest that the public authorities and service providers are fully aware of the scale, complexity and/or potential for social unrest at the neighbourhood level arising from the arrival of migrant workers in unprecedented numbers. Until now the differences between the distinct areas of Woodville Rise Phase One and Woodville Rise Phase 2 and 3 was self evident to the visitor to the estate. Having had a Factor in place Woodville Rise Phase 2 and 3 had remained relatively protected from the worst of the problems associated with its close neighbour. Regrettably, Woodville Rise Phase 2 and 3 lost the services of their Factoring Agent in August of 2005. If Phase II and III is to avoid the scale of decline seen in Phase 1 then it must find a Factor and put in place an agreement the terms of which make it easy for the new Factor to deal with non payers quickly and effectively. As important, is the absolute need for an accurate database of owners to be created. The Residents Committee for Phase II and III is currently working with the Local Authorities among others with the aim of putting in place a replacement Factor just as soon as is practicable. The importance of getting a workable factoring agreement in place in Woodville Rise Phase 2 and 3 cannot be overstated. The Playpark The Playpark located behind the shops on Kylemore Crescent was built at a cost of approximately 120,000 at the time of the last major attempt to regenerate the area. The decline of this facility can be traced back to the decision of the Local Authority to withdraw funding for an on site caretaker for the Playarea. The Playpark had become an eyesore and gathering place for local gangs who misused the park for drinking and drug taking. The Playpark is scheduled for demolition and funds have been set aside for the necessary grounds work to be done after demolition. The loss of the Playpark is deeply regrettably. All concerned with the well being of this estate and more importantly its residents agree that it is unacceptable that our children are left without a Playarea. Even so, it is proving difficult to get consensus on the best way forward for any replacement Playpark. Forgewood Community Council, in common with all other groups operating in the area, would like to see a replacement Playpark commissioned as soon as is practicable. However, where we might differ from other groups is in our view that before any new Play Facility is built, it is essential that some of the underlining social problems affecting this estate are dealt with and as important a system of site management and continuous maintenance is agreed upon and properly funded. Otherwise any investment made in the new Playpark would be in danger of being wasted as happened with the previous Playpark. Perhaps contentiously Forgewood Community Council would prefer to see a Play Strategy developed throughout the district, rather than build a single facility. The Play Strategy would ensure that our children have the opportunity to participate in a wide range of activities that may have previously been out of reach to them. Community Safety We are glad to report that our links with the local Police have dramatically improved since we last reported. We recognise that the Police do what they can in response to the issues that we raise with them. Even so, whilst we recognise the constraints in which the Police operate, there have been instances when the quality and level of service provided by the Police in response to very serious incidents that occurred on the estate have fallen well short of the standards expected by the Community and by the Police themselves. The level and quality of service provided by the Police is a key concern to our Community. The introduction of Community Wardens is having a positive effect on the area. Issues such as the removal of Graffiti fly tipping, abandoned vehicles and the like is reported and dealt with effectively and quickly. There has been reports of disquiet among the great and the good about the effectiveness and need for the range of powers given to the Police, Housing Association, Landlords, and the wider community to help them take on those responsible for incidents of anti social and/or nuisance behaviour. Despite the reservations of some in the press, Forgewood Community Council is fully supportive of the new measures put in place to help us deal with the troublemakers among us. If we have a criticism of the new laws and other measures, it is that they perhaps do not go far enough and/or are not used by the public agencies as often or effectively as we would wish. Alcohol abuse in all age groups is a major problem for this estate. The abuse of alcohol would seem to be a major contributing factor in incidents of anti-social, nuisance behaviour and crime. The dealing and abuse of drugs remains a major problem on the estate. The misuse of mini bikes and the other vehicles such as quad bikes and trail bikes is a big problem here as elsewhere in the district. The problem is exacerbated here because of the Greenlink Cyclepath. These bikes are noisy in the extreme, unlicensed and the riders mainly under aged and not insured. Too many of our residents do not feel safe to take a walk after dark or feel that they have ownership of their area. The arrival of such a large number of migrant workers to our estate and the lack of awareness and co-ordination among the various public bodies with regard the issues arising from their arrival is a cause of the tensions among rival groups. The Social Economy There is not sufficient land or social capital that would enable the social economy to grow here. There are too many of our residents economically inactive. Too few of our residents have the skills which would afford them the luxury of finding permanent employment in well paid jobs. Those fortunate few who do find meaningful employment will move out of the area. The issue of income migration has not been tackled. Given the extent of the inherent social problems of the estate. Its history and changes in society there is a danger that what we are seeing on this estate is akin to Social Apartheid. If nothing is done with regard this issue there is a real danger that the better off in society will begin to question why their taxes should continue be diverted to managing estates such as Forgewood. Summary With the notable exceptions of the upgrade of Braidhurst High School to Sports Comprehensive status and the success of the Greenlink Cyclepath, the year to 31 March 2006 has witnessed a continuing slide in the fortunes of the estate. More than ever Forgewood continues its seemingly inexorable march toward becoming a 21st Century Ghetto. Despite millions of pounds of investment made in the Housing Stock over the years and various attempts to regenerate the area; Forgewood remains one of the most disadvantaged areas in North Lanarkshire. Put into perspective, North Lanarkshire is second only Glasgow in the Indices of Deprivation. The problems associated with Woodville Rise are well known to the Local Authority and the wider Housing Community, for example, Communities Scotland, local Social Registered Social Landlords, local Estate Agents, Solicitors, and Banks etc. Unless there is a concerted effort to deal with all of the problems facing the owners throughout all areas of Woodville Rise the future for this part of the estate is dire and would have inevitable adverse effects on the rest of the estate The specific issues that we have identified in previous Annual Reports remain in play. Worse still, the year to 31 March 2006 has brought some new and potentially very grave issues to our doorstep. These new problems include issues such as problems of assimilation and integration of the very large numbers of migrant workers who are resident here, the vast majority of whom have arrived from the accession countries, in particular Poland and a much smaller number but nonetheless significant increase to the number of refugees residing here. Another growing problem is the Market Failure and perhaps worse still the lack of any Estate Management Policy for Woodville Rise. It is not acceptable that plans for the replacement Playpark are/or a Play Strategy for the district are not further forward than is the case. The Year to 31 March 2007 We will continue to strive to do our best to consult with and bring to the attention of all relevant public bodies the opinions and concerns of the Community from all constituent parts of Ward 3. We will continue our calls for the Local Authority to act now to deal with the myriad of issues that are the cause of the Market Failure of Woodville Rise The main thematic problems of Housing, Health and Community Safety between them encompass almost all of the specific problems that have an adverse effect on the quality of lives of our residents at the neighbourhood level. For these reasons and given the extent and scale of the inherent social problems that continue to have an adverse affect on the estate, Forgewood Community Council will continue to concentrated our efforts on working in partnership with the Local Authority to identify and find long term solutions to these problems. We will make strenuous efforts will be made to ensure that if nothing else our audit will be completed in time to be produced at our next AGM.
